Why can’t Zoro have a higher bounty then mihawk? Shanks does
Zoro is the First Mate of a man who led an alliance which defeated 2 yonkos , he’s in the SHP crew, he has Allies and influence, due to him being a SHP and the First Mate he’s a very big threat

I think BB does something before they fight that puts luffy at second best.

but more importantly is a factor you are forgetting in these comparisons
zoro is trying to surpass mihawk
having a higher reward feels off and the disparity in bounty is used consistently to convey the gap our main characters are trying to surpass another character.

do you think its realistic for luffy to talk about trying to surpass kaido and he's at 5bil
kaido is at 4.5 ..(bounty isnt frozen unlike warlords)

Zoro will have 1.51-1.7B as well signifying he's above that level

Law and Kidd will be at 2.5-3 range and Luffy will be somewhere in 3.5-4 range just under Shanks
