the reasoning is that by defeating two emperors they reached their level more or less. So if Kaido and Big Mom = 9b then Luffy-Kidd-Law=9b.
Previous bounties don't matter; now, the level of those three together is equal to the level of Kaido + Big Mom

Honestly the only way this could be even remotely salvaged, if is the WG is doing this to paint a massive target on their backs before they can become major powerhouses. And even then, it's still meh.... Give three people a bounty not only bigger than a current actual Yonko, but also make over 1.4 billion more? This is mind boggling...

The other reason why that don't make any damn sense is the fact that if he was going to do that regardless why not have Kidd and law actually knock out bigmom with out outside interference like the bombs that actually knocked bigmom out?
