Him actually in success abolishing the shichibukai system created by the WG higher ups, and in an SBS (can't remember which one) he didn't disprove neither confirmed a theory that Fujitora and Ryokugyu have ill intentions to the WG, and from what we have seen of Ryo so far with that personality and him being close to Fuji not far fetched.

They probably aim to reform the WG system entirely with Fuji occupying one of the leading positions.
