It makes no sense for us readers, or for the people who know what happened there, not for the rest of the world in OP.
The rest of the world only knows that the 3 rookies beat the 2 Yonko, 2 Yonko bounties ~9b < 3 rookies bounties = 9b

Duo captains who contribute equally to the big boss as far as we've seen have always gotten equal bounties. See Luffy and Law post-Dressrosa.

Luffy's bounty is outright indicated to be suppressed, but he defeated a nerfed Kaido, post-Scabbards and worst gen and Yamato. Although you could say that the end is more important than the process of getting there, since Luffy and Kaido also made it clear that their 1v1 was as legitimate as BM vs. Kidd and Law.

Small skirmishers.Kaido tanked the ultimate moves from everyone.Fodders and Ulti did nothing,Apoo did small damage.
Luffy got up like 4 times,Oda didn't give the same opportunity to Kaido.Once G5 runs out Kaido will kill Luffy.

I think people make it more of an issue than it needs to be.

2 Yonkou fell and the Navy took their combined bounties and divided them by the 3 captains of the alliance.

It may not accurately reflect their threat and power level and especially not what each contributed but i guess the Navy/WG isn't analysing feats.

It doesn't work that way. bounties don't stack up. Luffy could have 0 Beli before this arc and still end with 3 billion at the end of the arc.
He defeated Kaido with more help and chances and restarts than Law and Kidd defeating Big Mom.

Also Law has a 5 Billion beli fruit
