It's all but a waiting game before Heki-Bro has two monsterous Vice-Generals of his own.
PS: Keep in mind Qin likely had GGs outside of the Qin 6 with Duke/Choutou/Mougou (since it's not clarified if they were promoted after the Qin 6 or not, considering they're the same Gen. I reckon they became GGs back then). So likely hood we can have multiple GGs outside of the Qin 6, with Kyoukai & Heki being two of those.
I don't believe Haki has his own personal army of any sort. He's pretty much like any basic general out there, probably his assistants, but other than that has to work with the army Qin military assigns him.

During the Quanrong battle he did state that he drilled the most basic tactics into his men so I'd assume those were his men. Iirc Ousen send Heki with 8K + 2k from Kanki's reserves to YTW's aid so i assume those 8K were his unit?

I always took that as during the campaign or something and that those were just Ousen assigning his men to him. Since that's what separates the independent units like the HSU/Gaku Ka/ and other big time generals.
Like how Denyuu's 100-men come from the HSU, and if he went to another army he'd have 100 from that said army rather than carrying the ones from HSU over.
I like his addition to the series tbh. Gives potential perspective of how Choutou/Mougou were possibly like when the monsters of that generation were climbing up.
Though I do hope he surpasses the underlings of the big time generals atleast. Would be shame to see him be below the likes of Akou and etc.
That would be pretty interesting to see if Sei or SHK would take this risk to promote OuHon when Ousen again and again showed his ambition of becoming king or building his nation. I doubt if SHK or Sei's court spies couldn't see through Ousen and Riboku's talk or when Ouhon said loudly about saving his father (though i think chances for spies catching second thing are less).
