Well let's see.
Luffy and Teach are obvious imo, the guys with the potential to stir up the world, two D's as well.
Vivi, a former CD, her father being the guardian of an ancient weapon, as in he knows where it is, and she could too, and can be a great asset to Luffy in the war.
Shirahoshi the same, only dif is that she is the actual ancient weapon, and is not a CD.
EDIT: I did not see that @TheAncientCUNTURION already tried to explain. Also do not be harsh on him @Reborn kun, it is a well established fact that he does not read the manga.

Im picked vivi as first target that implies he is her as bigger threat in some way. Why?
Also, why teach? Yes he is a D but a totally different one.
Also, did anyone wonder that Gorosei talk about mass cleansing so where will that happen? Alabasta or fishmen Island or somewhere else?

TAC is a very quality poster. Infact, I find his posts very interesting and informative. So one can imply he has good reading comprehension skills and has read manga few times. The only key point to consider here is that the manga name is two piece and not one piece..

What you expect from someone who thinks Burgess could have killed Ace, Drake can defeat Hawkins and Law, and king is low to mid top tier 
Look at him trying to throw shade at us now. The biggest thing is he is wanking King now, but once Zoro beats him, King is gonna be the weakest YC1. Mark my words.
