Fair enough, maybe he didn't burn the palace, but he likely did something impressive and brazen while engulfed with fire. Some outrageous act that would make 'Flame Emperor' a fitting description.

Powerscaling is mostly pointless in these situations. You can't predict how Sabo will perform against anyone based on the past. The needs of the plot will dictate how strong a character is in a given situation.

I highly doubt that he even used Entei on Mariejoa given the lack of widespread destruction as a consequence.

Maybe they escaped Mariejoa and ended up confronting the Admiral(s) somewhere else Idk...
