The admirals could train their Haki akin to Mihawk, Shanks, Zoro, Rayleigh, etc. A random character with a top-tier fruit wouldn't make it to that level without top-tier potential. Enel is older than Shanks and has a top-tier fruit; look at where he stands compared to the top-tiers.
