Stevovo at that point Naruto could one shot countries the size of Wano and it would take little effort from him to destroy a continent and could even tank multiple continental level attacks like they were nothing, even EoS Luffy is not doing anything against that.
out of the big 3 Naruto and Ichigo's power levels are far beyond what One Piece will ever hope to reach unless EoS Luffy can use one of the moons as a basketball and Zoro can casually cut moons then nope, OP powerless will never reach those levels

Perfect Jinchuriki Naruto could easily create bijuu dama that can one shot any country in OP verse and he could even create 10 of them at a time to easily destroy a continent, after mastering Kurama, Naruto is far beyond anyone we have seen in One Piece.
Sure 90% of the jonin class of Naruto cant compete with One Piece top tiers but then we have people like Sasuke, Code, Jigen, Kawaki, Daemon, Ada, Boruto, etc that can potentially solo the OP verse

BM Naruto can destroy a few mountains and landscapes with his bijuu damas. It has country level AP but doesn't one shot countries. Also, AP =/= destroying something. Luffy can easily cancel this level of energy with his own, not to mention that Luffy's attack potency is much higher than that.
Naruto has to see how an island sized punch pulverises him. Not that BG is needed, normal ACoC punches will demolish Naruto's body with ease.
