Then he lost an arm and became a lowly yonko a title that is shared by likes of Buggy and Big mom.

The effects are minimized due to unknown reasons. That's why Kaido says it didn't work on him, not that he withstood it. Even Goffy wasn't affected by it—We just see him turn black from smoke, and that's about it. And let's not forget Luffy's a mythical Zoan user. So he too is one of the most durable characters in the series. GB is particularly weak against fire due to the nature of his ability. Even then it's not at all logical to assume he'd be as durable as Big Mom or Kaido. I doubt even Shanks walks out of a Boro Breath like nothing. That doesn't make him weak in general. He's just not that durable.
