I don’t think this is basic COC.

I think it’s an advanced application that we haven’t seen, a concentrated targeted burst from afar.

Again, I’m gonna wait until we see the full panels, but I don’t think Aramaki is paralyzed from “fear.” I think he’s literally being affected Shanks.

Realistically, GB would have wiped the floor with the Scabbards + Yamato + Momo if he wasn't so cocky and underestimated Momo's bolo breath. Aramaki, a one man army sitting there planning to take on the Straw hats and the whole of Wano, and there is another Emperor and his crew... and just then Aramaki leaves. You need 2 Emperors and their crews + other pirates to make an Admiral back off. No wonder Akainu went with 1 ship to capture Blackbeard and his crew. It's interesting that Aramaki immediately sensed/recognized Shanks and his crew, while Luffy didn't at 100%.

All you need just shanks sending his aura from long distance and poof aramaki become a chicken.
