Greenbull can do that and more, it's just plot really. The moment Oda chose him as a CD simp it only meant he's gonna be a clown personality wise. His devil fruit however is the most busted after Akainu and Aokiji

You're assuming Admirals vs Strawhats even happens. At this point there's no reason for it to happen in a Strawhat crew vs Marine HQ manner.

SWORD vs CP0 , already implies some marines will be turning against the WG.
Fujitora, already expressed dislike of the WG, so he has no reason to be fighting for the CD & WG when the entire world will stand against them, especially the nations of Albasta & Dressrosa.
Chaton is stated to be a good friend of Fujitora's, so likelihood he turns against the WG too if Fuji does.
