Bro, the Governament and the Marines are so fucked right now
Think about it

2 - Sabo and the revolutionaries commanders invade the Holy Land, save Kuma (a previous Warlord), declare war and escape. Because of this, Sabo becomes a symbol of revolution, a Flame Emperor, almost like a Yonkou, and people are overtuning Kingdoms around the world using the fact the kings left for the Reverie.
3 - They tried to end the warlord system, and Buggy + Croco + Mihawk started a organization that joined all the Warlords together, put bounties on the Marines, so that a bunch of random pirates and bounty hunters out there become "extended" members of his crew. Even if they don't have the money to pay for it.
4 - Fujitora got attacked and damaged by Sabo during the invasion, and is walking around doing whatever the fuck. But also never forget, he really likes Luffy and his ideals, he could also turn on the WG and the marines.
5 - Ryokugyu is a fucking wild card, embarrassing himself in Wano and fleeing from Shanks.
6 - Shanks and Blackbeard are out there doing their own thing, looking for the One Piece, and the WG and the Marines are just too busy and overloaded to do anything.
7 - Morgan is out there declaring Buggy a Yonkou, Luffy as a Yonkou and showing he is a D. and his appaeareance as the Sun God Nika. They can't control any info.
8 - The underworld is completely out of control from them, since they lost Doflamingo. and Impel Down is looking pretty easy to attack right now, they won't have that many admirals and shit to come protect it. If Buggy wants to attack there and mutiply their numbers, that would be easy for them.
9 - The Straw Hats have found and know the location of two fucking ANCIENT WEAPONS, and those Ancient Weapons are protected and under control of Luffy's friends.
