I think the Cross Guild will exist EoS to help keeping the Pirates in check aka what the Shichibukai system was meant to be in the first place. This is headcanon, though.

What going to be interesting at the end of series is if Oda show or tell us the effect of finding the OP have on the world after everything done .
Could really have a effect on people wanting to become pirates maybe even marines .

Boa probably doesn't get captured imo. I don't think oda will use boa as a damsel in distress. Weevil seems to be the perfect character for hyping up the ssg. As his role currently in the story is uncertain.
