I know this but they are not the most interesting characters Wano could offer + the whole Act thing.

I thought Act 3 should be a tragedy.

Unless Oda silently hinting at his writing being the tragedy post Wano:shame:

Third acts in Kabuki plays don't necessarily need to have tragedies
The Act 3 tragedy was just a theory. Nothing more nothing less
