Okay.. But his threat level after Marineford and during his Bounty hunters notorious days is the same..
The Marines knew how much of a danger Daz Bones was before he was arrested and they still gave Zoro a lower Bounty than Daz Bones actual threat level..
So now we know that Shanks bounty in his 27th was 1,040,000,000. This mean that Jack have a future, he is in his 28th and his bounty 1B.

Usopp will be known as the sibling slayer and get the combined bounties of Ulti and P1, that's why they fit together so perfectly. So he will get an unearned amount of 700 mil for being a coward and doing nothing remarkable again.
I think the beast pirates have big bounties because they wrecked havoc everywhere they went. Same as how Kid had a higher bountie then Luffy on sabaody. Shanks bounty represents only his strength and threat level to WG.
Wouldn't hold my breath for next chapter.. lf they show what's happening around the world and such but damn it's been a long freaking tease.. Hopefully next chapter..
