If she is going together with the SH in the raid i think is a great indicative of she going to join, but after she hug Jinbe, she is not show deafeating the minions or with the weak trio in Sunny, and dont appear in the toast to. But if she is going together with the Mink, i think is Oda showing that she's just a friend of the SH, but not a future member .

Personally, I saw it as Oda spoiling the first all-Strawhat panel by throwing Carrot into the mix. He must be saving the moment for an epic double page spread during the war. Here you can't even see Chopper's body or face, the group shot is lacking completeness. But it will take some more time to set up the panel Oda wants. For now, all the people asking why there is no full crew shot since such and such chapter will have to settle for an appetizer like this.
The difference between Paulie and Carrot is that she has no rival for the lookout position, while Paulie also had to contend with Franky.
When it got to the time to invade the courthouse he was also left behind while Franky was present at the staredown and flag burning and robins declaration to live.
I guess the best way we'll find out is seeing how involved Carrot is with the crew in the lead up to the battle assuming we get a kind of giant staredown with opponents again like at enies lobby.
So if we get a scene of some sort with the straw hats facing down Kaido's massive army themselves and Carrot is included i dont think there's any doubt she'll be a member.

Kinemon has been way more involved with the crew over 4 arcs, has much more personality and potential, had much more development, and the more significant flashback and potential inherited will, yet i dont see him joining. So if Oda forces the inferior character in every possible way in Carrot down our throats, its gonna be a big disapointment. And Kin is just one example, there are more

Shes better of exploring the world on her own. SHP are wanted people and are going to find One Piece, not travel the world and explore it. For such a 'dream' (id rather say desire, because dreams are something you fight and struggle to achieve) she should have joined before entering the grand line, now its all business
