The difference is that Roger was stronger and is the man Luffy will surpass. Shanks is just one of the 4 Emperors who are below the Pirate King, and Luffy is already Shanks' peer.

There is no reason to believe that shanks isnt above rodger. At minimum he is on prime rodgers level.
