The only way that makes sense is that they all got their bounties after the warlord system was abolished. Then the cross guild was formed and after the flier was released they considered Buggy the leader and the new Yonko. That would explain Mihawks higher bounty because I can't see them updating someones bounty more than once within a week.

Also i was never a mihawk downplayer. I always knew he was end game and as a reault he had to be powerful. But i always thought he would be weaker than shanks.
However this chaotee changes that for me. He has to be at bare minimum on shanks ezact level. And thats beint generous since one could easily argue that he is higher.
I never thought this but look at mihawks bounty. Dude has nothinf that could warrant a bounty that high except for the fact that he is just that powerful. He has no crew, no alliances, no subordinates of great name, no territories, his bounty was FROZEN but yet has a bounty almost equal to shanks who has these things??????bruh.
