worth noting while luffy's bounty is low in comparison to other emperors
the crews bounty on average is a bit higher than that of big mom's executives (commanders + top ministers)

No excuses here because Luffy has a lesser bounty than Big Mom but Luffy's crew still has a higher bounty.
I think the SHs are viewed as a higher threat than these crews in general.
