-Jinbei's bounty higher than Sanji's and only 1100 belli lower than Zoro's for no logical reason
-Brook got the same increase as Franky, despite Franky beating a Tobiroppo
-Chopper still has a gag bounty despite Drake and CP0 knowing that he's not just a pet and in this chapter he's called a commander
-World Government is now fine with giving Robin a high bounty

Nothing makes sense, just nonsensical bounty increases.
Wano is literally where the bounty discussions died. Oda killed off even the bounty discussions with this arc.

there's literally no panel, VC statement or anything that say Shanks surpasses Mihawk in any type of thing

Because people deny that Shanks is a swordsman even though he has an ultimate blade, always drawing his sword in battle situation and was Mihawk's rival
