The misconception is that "Buggy Rivals Shanks"

Then he turns around and says "Mihawks Swordsmanship surpasses Shanks swordsmanship."

One is thought to rival Shanks, the other surpasses his swordsmanship. Not one Rivals Shanks and the other surpasses him.

Oda explicitly added the Swordsmanship bit in there, right after a direct strength comparison.
They called Buggy a rival to Shanks and then gave Mihawk the bigger bounty when he's the subordinate. They're also comparing Shanks swordsmanship to WSS, which means there is no dancing around the fact that Shanks is a swordsman. Oda legit answered Shanks vs. Mihawk for us in this chapter, and he made it as direct as possible.
 
So Crocodile wanted to create a new organisation and have Mihawk as the new yonko so they can all be under his protection but Buggy's underlings messed it up, and Crocodile only let Buggy go when Mihawk said he doesn't want to be the leader, hmmm never thought Crocodile would willingly go so far just so he can be someone's underling but I guess since he knew Mihawk pretty much didn't care about what he did, so it would have been fine
