Whether it translates to combat strength or not, Buggy commands a power, be it military might or something else, that can make Mihawk bend the knee according to the Marines and still has a lower bounty, so the point of saying Buggy has a lower bounty than Mihawk but is said to rival in shanks is moot because Buggy also commands a power greater than Mihawk.
