The whole thing about Cross Guild is that it's not hierarchical like Yonkou crews. Mihawk, Crocodile, Doffy these bosses can constitute it and not be each other's subordinates.
Mihawk and Crocodile are even sitting together meaning, it doesn’t have hierarchy to it. If Doffy joins, they will just get another chair. That's it.
I definitely want Doffy to join. And Hancock.

I really do want Doffy to get out and start doing Doffy things again. There's a risk of having too many ambitious, proud, arrogant people in one organization though. They could bicker among themselves so much that it all falls apart, like the Rocks Crew.
On the other hand, since they have Buggy to fill the role of leader, it might help keep the peace among Hawk, Croc, and Bird. Like, "Well, yeah, he's the leader in name only, so it's not really an insult to me that I'm his underling bc it's all fake." Even better, if each leader were given the freedom to run a division as they see fit, they might not need to argue with each other as much. It could work... Or they could all get pissed and split the skies, who knows?
Doffy would be a good way to fix the cash problem. Buggy's broke. Croc's broke. Mihawk's money is tied up in vintage wine speculation... Where are they getting the money for these Marine bounties, anyway?
Doffy has lots of connections and he's smarmy enough to be able to come up with a money making scheme quickly. It would probably be dirty money, but it seems like most money in OP is dirty already.

I doubt Doflamingo would be willing to become their subordinate. While Crocodile would probably not accept Doflamingo either, because Doflamingo is just an as ambitious business man as Crocodile. With Mihawk, it's no problem, since he isn't interested in running businesses anyways. Though on the other hand, a partnership between Crocodile and Doflamingo would also be benefitial, since both have leverage. Especially Doflamingo with his knowledge of the inner circle of the Celestials.

That’s not how it works. Crocodile invited Mihawk and gave Mihawk a chair. If Crocodile wants, he can do the same with Doffy.
Buggy became a subordinate because he was not invited, he became subordinate to pay of debt. Completely different.
If Mihawk and Crocodile invites Doffy, he will get a chair. Simple as that. Why would they invite a guy locked up in prison is a different question though. But I still hope that they do invite him.

Doesn’t strike me as a structure heavily focused on hierarchy. It’s more of narrative approach to bring these characters together. Keep them in the game. A really good one. It’s already so fun to have these scenes where they talk to each other. So I wouldn’t be surprised if we see more ex-warlords joining least of all cause they all have a common enemy. A common enemy with Luffy too. It’ll all come together for the final war most likely.
