They barely crossed over 200 million but they were weaklings yet their infamy granted Caribou a super rookie bounty above Law, Apoo, Killer, Bonney, Bege, Urouge and Zoro; half of them had a lower bounty than Coribou too.

Obviously Mihawk's bounty isn't entirely based on his infamy as hunter of marines, he's a top tier after all, but of course it's partially inflated for it just like these two jokes of super rookies were more expensive than 65% of the Eleven Supernova.

My realistic wank is this:

1. Mihawk and Shanks used to be rivals for years after Roger died;

2. Shanks lost to @Lor D. Coast and deprived Mihawk of a rival;

3. Mihawk lamented this and turned to Marine hunting as a way to cope;

4. FA at that time eventually got sick of Mihawk's activity, so he sent an Admiral to deal with Mihawk;

5. Mihawk and said Admiral dueled. For some reason, my headcanon is he dueled Kizaru not long after Kizaru became Admiral if FA at that time was already Sengoku, but a swordsman Admiral if FA was Kong;

6a. If Kizaru, the fight ended in a standstill after the island they met in was destroyed and the Marine fleets accompanying said Admiral got wiped out in the process. This fight made Mihawk the only swordsman on Admiral level, earning him the WSS title;

6b. If a swordsman Admiral, Mihawk won and became WSS. Kong's leadership was then succeeded by Sengoku's;

7. WG obviously knew about this, so the Gorosei decided to invite Mihawk to the then newly-created Shichibukai system;

8. Mihawk accepted and began his life as we first saw him in East Blue.
