I mean it's obvious that the pieces were in place from the very first chapter with the Sea King. But it's more obvious that he didn't know when and how it would be fleshed out.
Key point: the CP9 retcon. So they know Haki... Tekkai is armament. And yet the most significant feat of Haki, breaking DF powers, somehow escaped them. As if the government installed them but didn't trust them to actually explain the most important part of their training, that would have allowed Lucci to certainly beat the Straw Hats. This goes into a huge can of worms because CP9 was the ultimate cipher pol, the secret one that shouldn't exist. As if CP0 wasn't out there or capable. Rob Lucci was the strongest agent as indicated by Kuma giving lip service. And the one vice admiral who... apparently, would have been able to do everything Rob Lucci could and more.
It's one thing to retcon and revise, it's another to just add random shit together and never explain how it's all supposed to fit.
