Luffy's and Zoro's ancestry have been blessed by the heaven, there are CoC users in their lineage, so it's between these two.
People often forgot that CoC is super super special thingy. We can call Luffy's a peasant family from the weakest sea and Sanji's a royal family from a stronger sea, but the moment that family born with CoC, they become top tier family.

I don't think we ever got any confirmation of Luffy being related to Nika/Joyboy or Zoro being related to Ryuma but let's assume that they do. It would be Luffy > Zoro > Sanji. The D Clan + Nika/Joyboy is actually a big deal, Ryuma was the hero of Wano so he's also a big deal. Sanji's ancestry of North Blue Warmongers is impressive but it doesn't strike me as much as the other two.
1. Luffy definitely has some over powered lineage. His ancestors are members of the D. clan, he’s Joy Boy reincarnated, and he’s probably connected to the ancient kingdom.
2. Sanji’s family conquered the North Blue. I also think it’s possible that Sanji is part lunarian.
3. Oda teased a family lineage for Zoro but decided to drop it. Since nothing’s been confirmed for Zoro, he has the weakest ancestors in my opinion.

And Kuina's father being a revolutionary was already a theory. Still doesn't mean Zoro is a Shimotsuki without a major retcon.
