There was no instance where Garp was called Roger's equal. And WB's entire hype comes from him being the equal of Roger, not the other way around. Everyone from their era was weak enough for people to confirm all of them lose against Roger/WB in a fight.

Well if Garp and Roger were battling it out for years without conclusion, and we know they did that in their prime years, plus their portrayal in god's valley, it'd be going over the board to simply disprove they are on the same level.

Garp was portrayed as Roger's equal.
Whitebeard is above Roger, his pk title was achieved by a favor from Wb himself, he held the WSM title and is constantly nerfing himself not to sink his crew with him.
Don't forget Shiki lost his legs and had to use his swords with them unlike earlier. He was slightly weaker than Roger but a formidable opponent nonetheless.

Roger was pirate for Decades before God valley incident, we saw young Garp Sengoku & Tsuru as marines, they were practically friends by the end Roger & Garp. I believe Roger pulled ahead of Garp in power. Just like Luffy in last arc, 3 major powerups in a week lol. Not that big of gap but still, Roger says to Garp, we almost killed each other, that doesn't mean Roger=Garp, Smoker almost killed Luffy multiple times. Roger mentions in Oden flashback, for marines to send Garp or Sengoku to make it INTERESTING, that doesn't mean Sengoku or Garp=Roger.
