Warlords are probably viewed as a greater threat level due to the fact they used to be in the world government(with inside infos and such). Jinbei got the short end of the stick in bounties comparatively to ex-warlords(probably due to being restricted of being a SH), but i'm still not sure if Boa and Croco are stronger than him.

So even EoS or one of the final villain for Luffy has bounty below 4B club and same man is also a captain and an emperor.
After recognition of his yonko level talent even without defeating any yonko, he got boost of 1.7B along with all of his notorious activities, a person with mid name D and being only person able to eat more than 1 DF.
BB definitely be taken as someone more notorious than Mihawk or Buggy considering the act of breach in ID level 6 while going berserk in MF, crushing WBP remnants and later ruling over huge chunk of WB territory.
Even though his full strength is unknown but unlike Mihawk he's recognized as captain/emperor by WG and has been more of threat to them but again below 4B club. He's fucking main villain amongst pirates. So why this Oda ?
@Blackbeard Oda going to give him real worthy bounty after he defeats Shanks !? But he has captured Coby so most probably only Garp or Luffy are possibly someone who could get enraged with this to target him. While now it's probably should be 2nd last arc.....

Why Oda isn't even putting anyone in newly revealed bounty in 4B club. Previously in Mihawk's case everyone said he isn't captain that's why no way in or near 4B club and that's understandable. But now BB who is one of the final villain and someone who Luffy eagerly wants to bring down isn't even that club. Why ? Or bounty for hype going to become worthless? Lol
Garp almost killed Roger countless times and even on the final voyage Roger was still calling for him by name. He said Roger or Sengoku who were clearly the only men that could challenge him. If Garp was far behind him that would be like Luffy rolling up to the new world and asking for doflamingo by name. Fact is Roger and Garp killed WB's csptain so if anything WB had to live up to Garps name and not the other way around the same way Roger at his peak would probably wonder how he'd fair against xebeck in a one one one fight.
