• He matched Borsalino in a serious battle for some minutes
  • He implied that he could defeat him in his Prime
  • Borsalino admitted that he'd need to make preparations to apprehend him
  • Borsalino captured 500 pirates to vent his frustration at being unable to apprehend Rayleigh
  • Sentomaru said that Borsalino could not get past him
• Garp called him a legend in the same breath as Whitebeard and said the Marines shouldn't take on both of them at the same time
• The "Dark King" is recognised by everyone
  • Nami said that everyone knows of the name "Dark King"
  • All the Strawhats recognised the name
• Jimbe was shocked when he saw the "Dark King"
  • The same Jimbe demeaned Linlin as a "mere Yonkou"
• He showed up and scared away Blackbeard and his crew
  • He implied that he could defeat Blackbeard in his prime

Considering that Old Rayleigh had been inactive for two decades when he fought Borsalino while Garp was still an active Marine, the gulf in their performance/portrayal looks especially striking.

I think Prime Rayleigh may also be superior to Prime Garp.
