Rayleigh's reputation is likely not far off Mihawk's reputation, if at all, and Mihawk is almost at 3.6B without the hype of being in the Pirate King's crew. Rayleigh has his own reputation in addition to being the literal Vice Captain of Roger. He won't be under 3B. I wouldn't even be surprised if he approached 4B.
