Spamdam is boss of cp9 like IM is boss of World government . It is same thing . They command people .

The sabo already see IM first than luffy . The revolutionary goal overthrow them to create new government.

So sabo ,and dragon want to overthrow gorsei , celestial dragon, and IM.
Fighting admirals doesn’t mean overthrow the government. Luffy is fighting admiral Akainu due personal stuff .

The bosses are same in arc or series . Read other series . Bosses cna be defeated by side charactefs.
‘’Lord of the rings movies have Sauron as boss but he is defeated by human . Then got his ring destroy by gollum. The main heroes are fighting orcs, trolls, etc.

Dragon and Sabo defeats the main Antagonist of OP.

While Luffy main Protagonist defeats a Main Antagonist of Arc.

The problem is this WG is the Main Antagonist group of the Manga and who is the Leader? Is not like BM or Kaidou, or BB who are main Arc bosses.

Mains Antagonist of the series>Main Arc Antagonist.
