Luffy's dream is to throw the entire world a giant party/feast. However, having everyone party that hard at once would be disastrous.

If everyone in the world was jumping up and down and partying at the same time, it would no doubt cause a giant earthquake. Luffy's giant party will destroy the Red Line through seismic activity, causing the Red Line to fall onto Fishman Island.
