I think Buster Call is supposed to kill everyone to make an example. It's cases where the World Governement doesn't want to go too far because the island has ressources or something like that it wants to keep for itself.
But Uranus (IMHO that's what Imu uses) is for situations where the deep secrets of the Governement are in danger of being revealed.

Chapter number clues 890 from the back of Usopp, and 32 from Sanji's. 890 is a color spread with a chinese zodiac theme. 32 is a dragon part of the zodiac. The theme is duality and the other thing being put in this pattern is Zoro.
Zoro is likened to both Big Mom and Kaidou. Luffy calls Zoro Onigashima, and Chopper calls Zoro Green Mom/Green Mum Flower. Oda is trying to say Zoro has the body of an Ancient Oni and the powers similar to Big Mom's Soul fruit.

Let's give oda the benefit of doubt and assume he is feeding us accurate information(though its literally none).

Well first of all...oda did jackshit with PK title...that title was just given to Roger or rather I would say it became more of his epithet. So it basically means nothing. So I don't know what Luffy is expecting to come with that title...other than the title "King".
So it's could something akin to creating a kingdom maybe(joyboy was probably one too a country of pirates?). Or could be just a large scale party.
Honestly...for good of oda, I hope its something which sticks to the reactions..and also makes sense for luffy wanting it...rather than...he had to give luffy thaat dream for plot purpose.
