Both are situational dumbs and I think it's more for gag than their actual character reflection.

Luffy is more goofy, naive and act on impulse whereas zoro lacks sense of direction and isn't street smart.

I don't think it's apt to call them dumb nor intelligent either unless when it comes to fights

Luffy is actually smarter, people vote Zoro because he's cold and prefer being rational.
But having a preference with being rational doesn't mean being smarter, a cognitive preference ≠ your IQ.
You can be the most emotional person in this world and choice with your heart when It comes to decisions but still being smart.
Zoro doesn't get the message of 3DY2 initially and Rayleigh himself was worried about, Zoro Is dumb, he just tries to act rational and choice rational options but having a preference to do so doesn't mean smarter.
There are many instances of Zoro just being straight out smarter and explaining stuff to Luffy (and 3D2Y was Ray's idea), but the most clear-cut counter to your post is DBs rating Zoro's intelligence a point higher lol

Either way, both are retarded.

Luffy has good EQ, however. And Zoro knows how world works better.

Zoro less naive and knows how world works as you said, knows what kind of Place It Is, what scum there Is.

Luffy is naive but yeah he has a good EQ.

Sanji Is probably the One in the crew with balanced and both High IQ and EQ, and considering his strategies as a military advisor for the crew he seems to also have High Battle IQ.

For example Luffy and Zoro have also good Battle IQ and I see people recognizing It.
Zoro finding out King's secret and how it works Just shows how good his Battle IQ Is.
When It comes to academics Luffy and Zoro suck, with Sanji being average and Robin, Franky and Usopp, Nami and even Chopper being the best.
This Is how I threat and consider them.

Having a bad sense of direction and not being street-smart are two different things. Zoro wouldn't have survived his days a bounty hunter if he wasn't street-smart.

Except you can't survive the seas just by being tough. He was traveling from island to island without getting killed and was making a living out of his skills despite the odds. That's the definition of being street smart.

He was making a living by defeating pirates and earning bounties and he did so because of his strength.

He wasn't shrewd in dealing with people. He wasn't clever either.

Only exception I remember is during whiskey peak and I think it's more due to his nature of being wary of things. You can count this as street smart but he isn't per se like nami

Once again, that's what street smart is. He's using his skills to make a living while traveling to achieve his goal. This requires traveling to unknown places; dealing with people trying to con you; researching the guys with bounties; finding their locations and then finding the places to get the money on their heads. All things require him to be strong but he can't do any of this just by being strong. It's not just Whisky Peak, Zoro is wary of people and his surroundings in general.

By that logic every pirate is street smart including luffy and I can give your examples where luffy has shown exactly opposite of being street smart

Of course, everyone possesses a certain level of street-smart skills. It's a matter of who's better than who when you're making a comparison. And yes, most pirates are street-smart. You don't need to be a mastermind to be considered street smart. Most people can't survive what Zoro survived. Luffy almost died on his very first journey while Zoro at least survived a few months on his own.

Its rare the times where Luffy is actually smart, his charisma makes him a good leader

He is very smart when it comes to battle tho, other than that he is very impulsive, to not say inconsequent sometimes

^^ this

Zoro do possess certain aspects of being street smart but at the same time he lacks other aspects like he doesn't know how to blend in with others

He can sure survive in the streets and most of the time it's due to his strength

Nami who was thief and lacked strength survived because she is actually street smart

Being street-smart in layman's terms is efficiently using the resources available to you to overcome the difficulties you face in your journey. It's never about using pure intelligence for survival. I am not saying Zoro is smart in general but he's definitely street-smart. In that context, Zoro using his strength to survive isn't any different from Nami using her brain to survive. What's important here is they know how to use their tools appropriately. It was no wonder Zoro and Nami weren't fooled by WP folks.

You are only focusing on one aspect and that is ability to survive but street smart is more than this - it also involves how you blend in with others (social and communication skills) , how you know your way in surroundings and so on
