Because just because someone uses a bladed weapon doesn't always mean that's they're main way of fighting.
Whitebeard is a prime example of this.
He was clearly much stronger when using his fruit than he was his glaive.
Kaido is similar in that aspect yes he uses a club but his strongest attack was a magma dragon form.
Mihawk is definitely top 5 but whether he's top 1 is up for debate at the very least.

Mihawk is both stronger then BM and Rayleign. No doubt. Probably not stronger then Akainu or Kaido though.
