That's fair yeah Oda could write whatever he wants after all but I mean it in a more straight fighting sense.

If she was the strongest VA, she would be stronger than Garp, so of course she would be a threat.

At this point I don't think there is any character in the entire story than can handle the whole strawhat crew by themselves.

I think even during fights it's all about plot

At first Oda made Kaido a God that can one-shot Luffy so that everyone is like "Luffy can't beat this guy, how is he going to do it?"

Then he makes Luffy beat his ass like he would to any other villain and we're like "GODA"

Depending on what Oda is setting up or what he wants to do things will play one way or the other

He doesn't care too much about integrity of power scaling imo

All G branches are a part of Marine HQ, so she is a “Marine HQ VA”

Even a guy like Maynard was introduced as, verbatim, “Marine HQ VA,” so this myth that anyone specifically called a Marine HQ VA is tiers above other VAs is clearly wrong

The Headquarters and standard Base ranks are about three ranks apart, you could say. A higher Captain [Taisa] at a Base would be a lower Lieutenant [Taii] at Headquarters, and a Commander [Chuusa] would be a Junior Lieutenant [Chuui]."
It's either you or Oda, a Captain in a base is equal to a HQ lieutenant.

Doll is = to Tashigi (Captain) if you convert her base rank to a HQ.

Bruh, do you also believe Vergo is equal to Tashigi since he wasn’t explicitly introduced as an “HQ” Vice Admiral?

Do you also believe that there are non-HQ Admirals? It’s clear imo that anyone ranked Rear Admiral and above is a part of HQ
