Base Commanders include guys like Momonga, Comil and Vergo.

Saying Momonga is not strong enough to be a HQ VA, when he's the head of Old Marineford is idiotic.

The only plausible hierarchy among the VAs is imo: Zodiac VAs > Base Commander VAs > the other VAs.

All VAs are “Marine HQ VAs” because VA is such a high rank that anyone who has it is automatically a part of Marine central command. The same is probably true for Rear Admirals too (so basically any rank that has “Admiral” in it)

You're talking about Elite Marines. An Elite Vice Admiral is 3 ranks higher than his non-elite VA counterpart, who would be treated as a Captain rank when they're at MF. If Doll isn't an Elite, she's just another Tashigi but she still has more authority in this arc.

I’d argue that any rank with “Admiral” in it (so Rear Admiral and above) is automatically a part of Marine HQ due to how much authority a person with that rank has. This is why we never saw any Vice Admirals operating in the Blues, and why someone like Maynard is introduced as a “Marine HQ” Vice Admiral. Obviously Maynard isn’t anywhere near being an elite VA

Bottomline, I think we both can agree that the strength of the ranks flucates greatly and depends on the plot. Smoker's VA rank is real since he was still a Commodore when stationed at Navy HQ after the war, and he was weaker than Vergo. At the same time, we had Preskip Luffy one shotting these elites left and right, with only the Vice Admirals capable of knocking him back.
