Garp's Hype only revolves around him going toe to toe with Roger. But we don't know at which time. With Roger having superior growth rate, he could've outgrown Garp over time. Whitebeard was considered Roger's equal and at the same time was portrayed above Garp.

If Garp trained to beat Chinjao I’d shit on him any day, but smashing his drill head that had him clash with Roger pirates is one of the best feats you’ll find. There are jobbers like Kaido & Meme who can’t put a dent on the like of Kinemon and Page One
