Sauron was greater effectively simply because the opposition was weakened. Morgoth fought the valar, the maiar and the elder elves before they marched home. So he’s basically comparing the control they had over earth, Morgoth at his weakest with a far stronger opposition to Sauron’s peak against a much weaker age.

Artur also did a breakdown on WB’s final words, there isn’t actually an implied timeline for the OP being found and the Great War.
He just says the treasure will be found and a Great War is coming. There’s no treasure then war implication.

One thing I absolutely love about the Nazgul is how they're some of the fiercest opponents for the Free Peoples of Middle Earth in the 2nd and 3rd Ages, the Witch King destroys Arnor, nearly cuts off the royal lineage to Gondor and wages a 1000+ year war on Gondor from Minas Morgul.
But in the 1st age, these guys would be barely above Sauron's vampires and werewolves. Just absolutely outclassed and taken out by any named Noldor Elf.
