Not trying to score owns, you’ve been doing my work for me this whole time…and Pedro’s will doesn’t have to do specifically with ruling Zou, but doing whatever it takes to usher in the Dawn; ruling an ancient nation with clear connections to whatever went down during the Void Century and supporting the Pirate King in that capacity when said Dawn finally happens would qualify to anyone with a brain that isn’t consumed with crying about other people going off topic or bitching about Brook, so that’s a perfectly sufficient role for Carrot, especially since she has no reason to be on the crew other than you misreading WCI 
Anyone can look at this thread and find the first post between us that mentions Brook, and it’s this one:

That’s not a usable argument when the author of this story literally drew the dukes asking Carrot instead of anyone else, so it doesn’t matter if any of them COULD do it, they weren’t considered by Oda or Inu/Neko. You don’t get to present hypotheticals as hard evidence, none of this matters when you can’t explain why Carrot should be a Straw Hat instead of the ruler of Zou, you just keep whining that other minks could do it and trying to “own” me. I already showed the panel of Pedro saying he wanted to lay the foundation for great pirates, and it even included Roger telling him everyone can contribute WITHOUT mentioning anything about joining someone’s pirate crew to do it, AND I even explained how Carrot ruling Zou is related to what Pedro actually said rather than what you read, so once again, I’m doing all the legwork and you aren’t because you can’t
