Everyone, think of the Headliners (overall) as equivalents to Big Mom's Ministers. Big Mom has 33 (?) or so Ministers of varying strength. We know some of them are weak as fuck, and we know some of them are strong as hell, just like the Headliners. Each Minister could essentially be their own Pirate Captain.
Now, compare the Tobi Roppo, the top headliners, to the top Ministers (the "Monsters" as they have been called) outside of the Sweet Commanders. Compare these 6 people to Snack, Campote, Perospero, Daifuku, Oven, and possibly Amande/Galette/Citron/Cinnamon/Mont d'Or (don't really know how strong they are). Some are weaker than others. Daifuku/Oven have 300 million bounties, while Snack/Pero have 600/700 million bounties. They are all considered "monsters" though. P1 could be the weakest, the Fishman looking one could entirely be the strongest and right under Jack.
Next, compare the All-Stars (Jack, Queen and King, possibly the Ace) to the Sweet Commanders (Cracker, Smoothie, Katakuri).
Extremely comparable if you think about it this way. However, the Numbers are the left field group. Kaido seems to have this additional group, and we don't know where to put them in terms of an hierarchy in Kaido's crew.
