I think Seraphims are more than just the Pacifista with Lunarian defense. They probably also inherited Kuma's physical strength. If they have Kuma's PS, then it might compensate for their lack of Haki to a degree. King still has a significant edge over them though.

Navy:
- Akainu, Kizaru, Ryokugyu, Fuji
- Old Garp and Old Sengoku
- Seraphim Shichibukai that make up for the YC1
- Vice Admirals deal with Veterans
- Pacifista and regular soldiers beat the rest.

The Navy is at least safely beating 3 Yonkou crews if not all.

Nah, at best 2.

Each Emperor can handle 2 Admirals.

Garp and Sengoku are retired, still, they aren't Admirals, maybe inbetween Yc 1 and Admiral.

And with the Seraphim, we'll, they will defeat the commanders for sure.
