Powers & Abilities Mihawk bounty is purely based on his strength

People don't understand that Brannew explained how they need to issue New Bounties for Shichibukai after the System was Abolished, even though they did no Crimes
This means that those Bounties simply reflect how Dangerous and Strong WG believe these Pirates are now that they are Free to do anything
Crocodile's DF Abilities + Leadership earned him Bounty of 1.9B
Mihawk's Swordsman Abilities earned him Bounty of 3.6B
Hancock's (Most Probably) DF Abilities + Leader of Kuja earned her Bounty of 1.6B
Buggy's Influence + Leadership earned him Bounty of 3.1B ... etc
So there are Two Facts I derived from this:
1. Mihawk's Bounty is solely based on how Strong WG thinks he is, and apparently they believe he is too Strong even by Yonko Standards
2. WG believes that regardless if you have Powerful Hax DF, Powerful Logia, Leader of a Warriors Nation, Rival Shanks, Create Biggest Organization, Being a Yonko, Starting Rebellions ... etc you still don't deserve to have Bounty Higher than Mihawk
After that Oda showed us how Teach Bounty jumped from 2B to 4B just for being Active and causing trouble left and right which basically translates to Piracy Crimes and Consistency
Meaning that the only reason anyone have Higher Bounty than 3.5B is cuz of their Activity and continued Crimes, another example is Roger and WB are Equals and yet Roger got 500M Extra due to finding Laugh Tale
But the fact remains, when it comes to giving Bounties based on simply how Strong or Dangerous someone is, Mihawk is Top of Ladder, Unrivaled

Marco and jozu lost the minute they got distracted and werent able to land significant damage. Vista stalemated mihawk and mihawk needed vistas permission to leave.

Kaido used to be famous for his own strength but eventually, his bounty increased due to the troops that joined him.
Blackbeard went from 2.2bil to 4bil because his crew got stronger due to eating DFs while his own strength didnt change.
Mihawk's 3.6bil due to individual strength is the most impressive bounty so far.
Kaido would probably have around the same if he had no crew.
