This chapter actually kinda disproves it. He had the Liberty army before he created Revos. And he travelled the world too.

And he called punk a WG lap dog. So, either dragon was in the WG in some capacity and quit very early, even before ohara. Or he was never in WG, and was just an explorer like Noland or Clover.
