And he called punk a WG lap dog. So, either dragon was in the WG in some capacity and quit very early, even before ohara. Or he was never in WG, and was just an explorer like Noland or Clover.

He isn't a pirate for sure.

He could be mercenary of some adventure guild who got isekaied into this world.
