Judge and Queen literally have more advanced tech with the Raid Suits and can grant humans superpowers, despite their brain storage disadvantage, though. By all means, if Vega was that much of a genius, with all the info he has, he should be centuries ahead of every other scientist. He is not, because he just isn‘t that special.

Because he read all ohara books(Reading is power for any scientist) and had huge amount of info in his brain. To use this massive info to make inventions you need next level of genius because it's not easy to comprehend and execute such massive level of information
