We were a regional power at best with a lot of industrial potential. No one assumed the U.S. would be capable of much until we got involved in WW2, both Japan/Germany severely underestimated our industrial potential even then.

Also no, the only conflict we can clearly point to as the U.S "starting" was the war in Iraq, the Afghan war was a direct answer to the 9/11 attack's. Even the persian gulf war was a defensive operation against an invading Iraq
