Luffy at the moment imo has DF mastery advantage over Sabo, Observation haki advantage over Sabo, yet a little bit behind Sabo in advanced armament since Sabo did use that advanced technique with his Ryuusukin (hence the name Ryuu) at beginning. By the end of this arc, Luffy will have even a better CoA imo. Which will make sense because that's the only way he can bring down Kaido
yet, I can bet you that fans will stay trying to put Sabo above Luffy when he is not. That's not all, although Sabo has a bit advantage in CoA because he used it longer, Luffy is a quick learner, and on top of it, his raw brute physical strength in his gears surpasses normal base form in other characters (including Sabo)
Let alone that Luffy's determination to win exceeds his other brothers (Sabo and Ace) which makes him have higher chance to endure more until he finds a way to win.
