The broker from Punk Hazard is bald and has his neck naked; you can even see wrinkles and the coat crossing between shoulders without covering the neck at all.

Who's Who has his hair (it is natural hair texture, nothing like that coat) clearly covering his neck and coming from under mis mask. The place where it starts from is just too high for it to be a coat.
